So what your asking is you found an app that's for windows that you can use a vurtual phone number but you don't know if it's free or not and you want to see if it would be werth if you had to pay for it. Am I right?

I think he is searching an app like textnow or textme, to call phonenumbers on A windows pc. Textnow is a good app, but I think its not usable from all countrys.

You have to pay for skype credit to call numbers, so nope. That's not free.
