I don't think Eloquence can be timed as well as DecTalk but then again I don't know much.

Hm, good topic, how about just record eloquence ordinarily and then do pitch/note corrections in melodyne or autotune?

Don't really think about like midi note, there is melodyne which is accessible with Sibiac addon for nvda, and it's able to retune every note as you want.
