I don't think Eloquence can be timed as well as DecTalk but then again I don't know much.

Don't really think about like midi note, there is melodyne which is accessible with Sibiac addon for nvda, and it's able to retune every note as you want.

Currently I can't find melodyne crack on my harddrive, but definitelly you'll find it in rutracker.org as I remember (melodyne studio4)
