So, it appears to me at least, there is some risk evaluation to consider.

Living as a poor person in Europe isn't the most amazing thing in the world, but I'm guaranteed free healthcare and, in a bunch of countries, the right to housing in one form or another.
In america, everything, including healthcare, relies on either the ability for me to be able to pay out of pocket or have some sort of ensurance plan. I don't know if there are any free ensurance subscriptions out there, but if you know of an ensurance company that does have a business model like that and still exists, please contact me because I would like to hear about them. While it's possible to live as a homeless person in america, surviving isn't going to be very achievable long term, especially if you happen to be blind. Guess America is out the window by default.
In a developing country, living as an upper to middle class person, most of my expenses would probably be covered.
Housing? Check.
Food? Check.
Health care? Depends on how poor the country in question but I'd likely get the available health care that they got.

Some cons though.
In a poor country, where most people happen to be poor, usually these dasterdly moneylacking hooligans come to the following realization. Hey, you know what.? It's kinda hard to buy something these days. Why not just take the things that we want/need instead of buying them? This is an unfortunate position that I don't want to have to be in. Mugging or being helld for randsom because you a ritch person is extremely common, and I don't want to be the guy who has to hire a protective entorauge or other such personell, or donate to politicians or the ruling dictator so I can have some protecting influence, and a bunch of other things.

I guess I'd be a poor person if I was living in Europe, but if I had to live in america, I'd probably just have a very, very quiet life in africa, where I'd have to contend with being really careful.

Untrue about America. States have a supplemental program that pays for what Medicare doesn't. Of course some states are better than others in that regard. There are holes in every medical system. I live in Germany and there are some glaring examples I won't go into for personal reasons, but suffice it to say, all my medical needs aren't met here, not even close. I saw similar holes when I lived in Wales for nearly a year.

It's probably bad to be poor anywhere, so I prefer the latter as well.

I'm curious. How mutch do these programs supplement? Are you able to get payouts for expencive surgery or experimental treatments?

I can only vouch for Louisiana. As long as I was on Medicaid, everything, drugs, medical devices, surgeries, if I ever needed any, was covered by the state, the part that wasn't paid by Medicare. Other states have even better Medicaid plans. Louisiana Medicaid covered both my eye surgeries to have the lenses removed. They covered transportation to a city quite some distance from where I lived to get those surgeries. Any drugs I needed were completely covered, again the part that wasn't paid by Medicare. Actually, come to think of it, Medicare didn't cover drugs so Medicaid paid in full on those.

So, back to topic.
