As for the ban evading, yes, there would be an elten solution. 1, include email link verification, instead of sending the elten password in plain text in the welcome email whih no one needs and is a pure security risk and nothing else, send a damn link that you need to click before you can post. And 2, get a list of throwaway email domains (you can find this on the internet) and block all these from signing up. That's common sense in 2025. And, when an admin of a group bans an account, of course the associated computer ID must be banned as well so the user can't just create a new account. Sure, this is also bypassable, but much much harder. Not every kid would be able to do it and the people who could probably won't bother doing it again and again.

What do you think Pajper would do suddendly. Introduce AI based moderation? Add 2fa or some ID verification that is needed on signup? Either way no update can fix this community.
