OpenMPT and Sonic Pi also could be an option. In fact, every accessible DAW capable of loading samples or VST instruments should offer you the possibility to create such music.

But if you need a real 8bit and tracker music try to use Open mpt. It's accessible, but for me it's too hard to do anything in it xD. I know that some blind persons did a lot of things using the Open MPT.
OpenMPT accessibility has been advancing yeah, but trackers are just hard. There's also MML compilers, make music from text and compile to ROMs to load into emulators, E.G. PPMCK compiles to .NSF for the NES. Mml2vgm compiles to the .vgm format, a general purpose log format, and you can use any combination of chips in that that VGM supports.
